Keiter, Slabaugh, Penny & Holme, LLC was founded in October of 2000
by Jim Slabaugh, Jeff Penny, and Sabrina Holme. In 1990, Jim Slabaugh
and Jeff Penny were founders of Slabaugh, Morgan, White & Associates,
an employee benefits consulting firm. Sabrina Holme was a Partner
in the CPA firm of Keiter, Stephens, Hurst, Gary & Shreaves.
Keiter, Slabaugh, Penny & Holme is about people, both our own and
our clients which we serve. Our employees are experienced benefit professionals
and we are dedicated to providing high quality consulting advise to
our clients so they can attract and retain quality employees. Our staff
of professionals includes benefit design and administration specialists,
underwriters, communications professionals, and human resources professionals.
Whether our clients need assistance in developing a single benefit design
or the coordinated management of several programs and services, we are
in the business of creating an “outside the box” approach
to accomplish our client’s goals.
Jeffrey V. Penny
is a co-founder of Keiter, Slabaugh, Penny & Holme, LLC, and
has 20 years of experience working as an employee benefit consultant.
He spent 9 years with Slabaugh, Morgan, White & Associates as a Principal
working with employers in designing and funding health and welfare
benefit programs. He has experience with both government and private
employers, ranging in size from 50 to 5,000 employees.
Jeff graduated from Virginia Commonwealth University with a BS in Community
and Public Affairs.
Sabrina L. Holme, CPA
is a co-founder of Keiter, Slabaugh, Penny & Holme, LLC and
has 20 years working as a tax and employee benefits consultant. Prior
to the formation of KSPH, Sabrina was principal in charge of Retirement
Plan Services with Keiter, Stephens, Hurst, Gary & Shreaves, CPAs.
Sabrina’s experience includes designing, implementing, and administering
qualified defined contribution plans for closely held small to medium size businesses.
Sabrina graduated from the University of Southwestern Louisiana
with a BS in accounting and obtained her Master of Taxation degree
from Virginia Commonwealth University. Sabrina is a member of the American
Institute of CPAs, Virginia Society of CPAs, American Society of Pension Actuaries,
and is Past President of the Central Virginia Employee Benefit Council.
Sabrina has been listed in the Virginia Business Magazine as one
of the Top 100 CPAs in Virginia for the last two consecutive years.
Thomas j. mackay
has over 24 years of experience working with private, governmental, and non-profit employers in the design and management of their employee benefit programs. Prior to joining KSPH, Tom was a principal in the health and welfare area of Palmer & Cay helping employers create cost effective employee benefit programs. Tom’s experience includes the development and management of healthcare purchasing consortiums through out the state of Virginia. Tom has also worked extensively in the implementation of consumer driven health plans, developing pricing methodologies as well as communication strategies.
Tom graduated from Siena College with a BBA in accounting and obtained an MBA from Adelphi University. Tom is a certified Professional Academy for Healthcare Management and a certified member of the Central Virginia Health Underwriters.
David S. Talbert
David Talbert has over 17 years of experience working with private, governmental, and non-profit employers in the design and management of their employee benefit programs. Prior to joining KSPH, David was a Vice President of Hilb, Rogal & Hobbs of Virginia, in their health and welfare division. His expertise includes the creation and evaluation of cost effective employee benefit programs. He has also implemented consumer driven health plans, developed pricing, contribution and communication strategies.
David graduated from Old Dominion University with a BS in finance and a management information system minor. David is a member of the Central Virginia Employee Benefit Council and the Central Virginia Health Underwriters Association. He is currently pursuing a Certified Employee Benefit Specialist designation.
